We are dedicated to promoting empowerment of people, protection of the environment, and respect for individual?s rights through educating and maintaining a well-informed public on issues that can adversely affect the ground water of Texas Counties. We are a grass roots organization that relies strongly on volunteer proactive efforts.


In November, 2012, Electro Purification LLC filed applications with the Bluebonnet Groundwater Conservation District seeking permits to drill 3 wells in Austin County and 7 wells in Waller County for a total of 10 wells and to produce from the wells an aggregated maximum amount of twenty million gallons per day (approximately 22,500 acre-feet per annum).

Little notice was given to interested parties to contest or even comment on such a devastating drawdown of the aquifer under the surrounding counties where the wells were to be drilled.  However, several folks heard of the application and got together to contest such a proposal.  With a vast volume of water being removed from the underlying aquifer, it wouldn't be long before many of the water wells on private property in several of the surrounding counties would go dry.  Without access to water for irrigation and household consumption, the value of many farms as well as other private property would soon be reduced to nothing.

Many others soon got involved with the original few, and "Concerned Citizens for Texas Water Resources" was born.

Notice of Applications for Permits to Drill, Produce, Aggregate and Transport Groundwater from the Bluebonnet Groundwater Conservation District in Austin & Waller Counties

On November 21, 2012, Electro Purification LLC, whose address is 4605 Post Oak Place, Suite 212, Houston, Texas 77027 (the ?Applicant?), filed applications with the Bluebonnet Groundwater Conservation District (the ?District?) seeking permits to drill 3 wells in Austin County and 7 wells in Waller County for a total of 10 wells and to produce from the wells an aggregated maximum amount of twenty million gallons per day (approximately 22,500 acre-feet per annum). The Applicant seeks authority to transport ten million gallons per day for beneficial use by the cities of Richmond and Rosenberg in Fort Bend County outside of the District for municipal purposes only. Additionally, the Applicant intends to apply the remaining ten million gallons per day of produced water to beneficial, non-wasteful use for municipal and industrial purposes within or transported outside the District. Each of the wells would be 20 inches in diameter and completed in the Gulf Coast Aquifer. Production from the wells would be managed in a manner designed to minimize any interference with any neighboring wells completed in the same aquifer. The wells will be located on property in Austin and Waller Counties. The proposed Waller County wells are generally located 36604 Fort Bend County Line Rd., Brookshire, Texas 77423 and the proposed Austin County wells are generally located at 6135 Coody Lane, Sealy, Texas 77476. The Board of Directors of the District may grant a contested case hearing on the applications if a written hearing request is filed within 20 days after the publication date of this notice. To request a contested case hearing, you must submit the following in writing: (1) your name (or for a group or association, a representative), mailing address, daytime telephone number, and fax number, if any; (2) applicant?s name; (3) the statement ?[I/we] request a contested case hearing;? (4) a specific description of how you would be affected by the application in a way not common to the general public; (5) the location and distance of your property relative to the proposed activity; and, (6) for a party desiring for the hearing to be conducted by the State Office of Administrative Hearings the request must include the statement: ?[I/we] request that the State Office of Administrative Hearings conduct the hearing.? Note that a party requesting that the State Office of Administrative Hearings (SOAH) conduct the hearing shall pay all costs associated with the contract for a SOAH hearing and will be required to deposit with the District an amount determined by the District to pay the SOAH contract amount.

You may also file written comments within 20 days after the publication date of this notice without requesting a contested case hearing.
